What is the Community Solar Program?
The New Jersey Board of Public Utilities (NJBPU) has recently voted to establish a permanent Community Solar Program, known as the Community Solar Energy Program (CSEP), following a highly successful two-year pilot program. Since the inception of the Community Solar Pilot Program in 2018, the NJBPU has approved 150 projects with a total capacity of 243 megawatts. Currently, 29 of these projects, totaling 50 megawatts, are operational and provide over 6,000 New Jersey households with the benefits of solar power, including cost savings. An additional 97 projects are expected to commence serving customers in the coming months.

How Will it Benefit the Community?
Governor Phil Murphy emphasized the significance of building upon the accomplishments of New Jersey’s leading Community Solar Program. He stressed the importance of ensuring equitable access to clean energy, as many residents, especially for those in LMI communities, have long been excluded from the environmental and financial advantages of clean energy due to systemic barriers.
The permanent program aims to address these disparities by mandating that all community solar projects serve a minimum of 51% low and moderate-income subscribers, measured by capacity subscribed. Additionally, subscribers will receive a guaranteed minimum discount of 15% on their utility bills, ensuring that the benefits of clean energy will be accessible to a broader audience.

The Future Expansion
Part of the program includes an aggressive expansion of solar projects across the state. The NJBPU is planning to open an application window for a 225-megawatt capacity block for “Energy Year” 2024 in November 2023, and then a second application period is scheduled for an additional 225 megawatts in “Energy Year” 2025, starting on June 1, 2024. Collectively, this year’s program aims to enroll approximately 30,000 New Jersey subscribers, making significant strides toward a more inclusive and sustainable clean energy future.
